MANCHESTER BOMBING
On behalf of the Members and Staff of Halewood Town Council, may I offer our heartfelt sympathy and prayers to the parents, grandparents, family and friends of Megan Hurley, the young lady from our community who lost her life in the terrorist attack in Manchester.
Our thoughts and prayers are also with Megan’s brother who is still very ill in hospital.
May I also thank everyone who came together last week in St Nicholas’ Church to remember Megan and support her family.

HALEWOOD ODOUR!
You may have recently noticed a foul odour described as ‘cat urine’ in certain parts of Halewood.
Knowsley Council’s Environmental Health team are fully aware of the problem and are working with two companies located on Boulevard Industrial Park. to eradicate the problem.
Residents are encouraged to contact Knowsley MBC on 0151 443 4712 when the odour is present to help them establish a pattern. Alternatively residents can email at environmentalhealth@knowsley.gov.uk.
NEW MAYOR OF HALEWOOD ELECTED
At the Annual Meeting of Halewood Town Council held on 11th May 2017, Cllr Tina Harris was unanimously elected as Chairperson of the Town Council and Mayor of Halewood for 2017/18.
Describing her election as an honour and privilege to serve her community, here’s Cllr Harris receiving her chain of office from the outgoing Mayor, Cllr Clare Rose.
At the same meeting, Cllr Norman Hogg was unanimously elected as Deputy Chairperson and Deputy Mayor of Halewood for 2017 /18.

Burst Water Pipe – New Hutte Lane – 12/05/2017
United Utilities are currently working on a burst pipe in New Hutte Lane. This is affecting approximately 152 dwellings in that area with residents experiencing a loss of water supply.
It is hoped that the problem will be resolved later today. For further information contact United Utilities.
AWARDS NIGHT SUCCESS
On Friday 21st April at Hollies Hall, Halewood Town Council celebrated the very best of Halewood, the worthy winners of our Pupil Recognition and Community Achievement Awards. There was a surprise in store for one member of our community who was awarded ‘Special Recognition’.

HOLLIES PLAYGROUND UPDATE
I am pleased to say that, following a temporary repair to the climbing frame, the playground is now open following the vandalism earlier this week.
HOLLIES PLAYGROUND CLOSED
Due to mindless, wanton vandalism, the newly refurbished Playground in Hollies Road has been closed. You can see from the pictures below that the side panel of the steps on the climbing frame has been ‘kicked out’.
Having spent almost £50,ooo the Town Council is, quite frankly, appalled at this damage but we cannot take the risk that a young person will injure themselves and we are working with the suppliers of the equipment to repair the damage and we will re-open the playground as soon as possible.
PROPOSED NEW DOG CONTROL MEASURES
Knowsley Council has launched a consultation on a proposed new Public Space Protection Order (PSPO) that will cover new initiatives and existing measures to promote responsible dog ownership in the borough, including use of public green spaces.
The consultation opened on 23 March 2017 and closes at 5pm on Thursday, 18 May 2017.

2017/18 BUDGET STATEMENT
Members of Halewood Town Council are acutely aware of the financial pressures facing the residents of Halewood which seem to increase with each and every announcement from Central Government.
Knowsley Metropolitan Borough Council (KMBC) themselves have recently publicised details of the funding cuts they have received from Central Government; cuts which Halewood Town Council has also had to bear.
These relentless cuts in public funding such as the scrapping the Council Tax Reduction Scheme Grant have meant that in the four years up to 2017/18 we have faced a cut in funding of almost £48,000 and we already know we will face a further cut of £27,000 in 2018/19. These cuts in Town Council funding have come on top of approximately £30,000 of additional costs every year for services taken over from KMBC, making a ‘funding gap’ of over £100,000.
Nevertheless, the Members of the Town Council are committed to improving its assets and its service to the community. We have recently attracted funding to refurbish Hollies Playground; we are about to embark on a spend of approximately £10,000 upgrading our security systems at both of our Centres and plan to spend a further £6,000 improving audio visual and presentational services at Hollies Hall. In the Arncliffe Sports and Community Centre, Members plan to modernise and improve greatly the kitchen facilities at a cost of almost £90,000.
The sustained nature of cuts and Members’ commitment to protect and improve services leaves the Town Council little option in 2017/18 but to increase the precept by 9%.
Whilst this may sound a large increase, on a Band D property, it equates to an increase of £5.82 per year, a little over 1.5p per day which, in total terms, sees Halewood with the lowest level of Town Council precept in the whole of Knowsley. With much of the housing stock in Halewood below Band D, many households will pay less than this.
The increased income from the precept will help off-set the loss of funding and will enable the Members and staff of the Town Council to continue to provide a high quality service to the residents of the Township.




EXERCISE OF PUBLIC RIGHTS
Under the Local Audit and Accountability Act 2014 and the Accounts and Audit Regulations 2015 (SI2015/234) electors have a right to inspect the accounting records of the Town Council.
